The 2008 OCS action plan and programme passed

The ordinary session of the General Assembly of the Olympic Committee of Serbia was held today at The Belgrade City Hall in the presence of 63 delegates, representative of the full and affiliated OCS members and athletes-members of the OCS General Assembly. Also attending the session were Snežana Samardžić-Marković, Minister for Youth and Sport and Aleksandar Šoštar, Deputy Minister, media representatives and the General Assembly’s guests.
The session commenced with a minute of silence for the late Časlav Veljić and Vladmir-Minja Vujović, Serbian sports officials.
After the agenda had been passed, the Contract was signed by the Ministry for Youth and Sport and the Olympic Committee of Serbia representatives. The Contract deals with financing of the following programmes in 2008:
- The Olympic preparations
- The OCS Mission „Beijing”
- Preparations of the potential Olympic candidates
- Identification of the sports talents
The contract worth 139,696,675.00 dinars was signed by Ivan Ćurković, the OCS president and Snežana Samardžić-Marković, Minister for Youth and Sport of the Republic of Serbia.
- It is my great pleasure to be here with you and to be signing this contract in a working atmosphere. The pleasure is even greater because this is the Olympic year for which we have allocated maximal financial means from the budget, as we believe that it will be crowned with top results and maximal achievements of our athletes in Beijing – pointed out Snežana Samaržić-Marković and added that she would like to see more women in the OCS General Assembly next year and that recently a zero tolerance towards doping had been agreed on with the Anti-doping Agency. The Minister congratulated the Olympic Committee of Serbia on their work and emphasised that “Serbia’s athletes are the best promoters of true values”.
Ivan Ćurković, the OCS president, chaired the session with the following agenda:
1. Verification of the Minutes from the OCS General Assembly held on 15 March 2007 2. Report on the work of the OCS Executive Board in 2007 a. Realisation of the project “Beijing” in 2007 3. Information of the OCS final account for 2007 4. Report of the Supervising Board on the financial transactions in 2007 5. The OCS action plan for 2008 6. Proposal of Decision on the OCS financial plan for 2008 7. Information on Siniša Jasnić’s resignation from the OCS Executive Board 8. Proposal of the amendments to the OCS Statute 9. Proposal of Bylaws of the OCS General Assembly 10. Current issues
The OCS General Assembly passed the reports on the work of the OCS Executive Board in 2007 and the OCS action plan for 2008. Predrag Manojlović, the OCS Secretary General, read the following letter of the Olympic Committee of Serbia to the International Olympic Committee:

Esteemed Mr. President,
On 17 February 2008, Kosovo unilaterally and unlawfully declared its independence. The Serbian Parliament annulled the unilateral declaration at its session on 18 February 2008 and confirmed the territorial integrity and sovereignty of the Republic of Serbia. The United Nations Security Council, at the session held on 19 February 2008, also failed to recognise this separatist creation.
Due to such developments, the General Assembly of the Olympic Committee of Serbia as its supreme body, giving its full support to the Action plan of the Ministry for Youth and Sport and recommendations of the Serbian Government, expresses its confidence that the International Olympic Committee, in its further dealings with recognition of the National Olympic Committees, shall fully observe the rules of the Olympic Charter, especially in the part which defines terms country and name of an NOC – Rule 31 of the Charter which reads:
1. In the Olympic Charter, the expression “country” means an independent State recognized by the international community.
2. The name of an NOC must reflect the territorial extent and tradition of its country and shall be subject to the approval of the IOC Executive Board.
Our confidence is founded on the fact that we have reacted a number of times during previous discussions on this and similar issues referring to the act of recognising National Olympic Committees and have been assured that the IOC Charter shall be fully observed.
The Olympic Committee of Serbia asks you to receive our delegation so as to discuss the recent developments ensuing from the unilateral and unlawful declaration of Kosovo’s independence.

Snežana Lakićević Stojačić, Serbia’s chef-de-mission at the Beijing Games, reported on the realisation of the project “Beijing 2008” and presented the most important agents of the project in 2008.
The OCS General Assembly passed the OCS final account for 2007, a Proposal of Decision on the OCS financial plan for 2008 and the Report of the Supervising Board on the financial transactions in 2007.
The OCS General Assembly also passed the amendments to the OCS Statute made by the OCS members, bodies and work groups and supported by the Executive Board. A public discussion on the amendments lasted for 45 days. The General Assembly also passed the Bylaws of the OCS General Assembly. The Figure Skating Federation of Serbia will be admitted to the OCS. The General Assembly refused the requests for admittance of the Mountaineering Federation of Serbia, the Sports Climbing Federation of Serbia, the Federation for sports cooperation with diaspora, and the Motorcycle federation of Serbia.
