Olympic Solidarity, established in 1961, is a body responsible for
managing and administering the share of the resources obtained from the
television rights for the Olympic Games to the National Olympic
Committees. The resources of Olympic Solidarity are allocated by the Olympic Solidarity Commission in accordance with the special programmes as technical or financial assistance to the National Olympic Committees. Decisions concerning the allocation of the resources to the National Olympic Committees, or to the Continental Associations for Sports Development are made while taking into the account the specific needs and priorities based on the Rule 5 of the Olympic Charter: “The aim of Olympic Solidarity is to organise assistance to the National Olympic Committees recognised by the IOC, in particular those which have the greatest need of it. This assistance takes the form of programmes elaborated jointly by the IOC and the National Olympic Committees, with the technical assistance of the International Sports Federations, if necessary.”
